Sahaj IT Innovations – BBPS Terms & Conditions (Operations Policy)

Platform: Sahaj IT Innovations website/app and assisted BBPS touchpoints (“Platform”)
System: Bharat Bill Payment System (BBPS) operated by NPCI Bharat Connect (formerly Bharat BillPay) through BBPCU–BBPOU–COU structure.
By using BBPS services on our Platform, you (“Customer”, “you”, “your”) agree to these Terms & Conditions.

1. About BBPS on Sahaj IT Innovations

1.1 Sahaj IT Innovations provides bill payment and collection services under BBPS as a Customer Operating Unit (COU) and/or through authorized BBPS partner BBPOUs/agents.
1.2 BBPS is an interoperable “anytime-anywhere” bill payment ecosystem regulated by the Reserve Bank of India (RBI) and operated by NPCI Bharat Connect as BBPCU.
1.3 These Terms apply to all BBPS categories available on the Platform (utilities, telecom, DTH, FASTag, education, insurance, loans, municipal taxes, etc.).

2. Service Availability & Transaction Flow

2.1 You may use BBPS services to:

  • Fetch/view bills (where supported)
  • • Pay bills using permitted payment modes
  • • Receive instant payment confirmation/receipt with a Bill Reference Number (BRN). bharat-connect.com

2.2 Bill fetch availability, bill amount rules (exact/partial), and payment confirmation depend on the respective biller’s configuration within BBPS.

2.3 Sahaj IT Innovations may add, modify, suspend, or discontinue any BBPS feature/category based on BBPS/RBI requirements or partner constraints. Reserve Bank of India+1

3. Customer Responsibilities

3.1 You must enter accurate biller/consumer details (consumer number, mobile number, bill period, amount, etc.).
3.2 You are responsible for verifying:
• Biller name/category
• Consumer/Account number
• Bill amount and due date before confirming payment.
3.3 Transactions made with incorrect identifiers may not be reversible, depending on biller and BBPS rules. Any dispute raised will follow BBPS ODR outcomes.
3.4 You agree to keep your registered mobile number active to receive alerts/receipts; BBPS also mandates accurate remitter details for traceability.

4. Payment Modes

4.1 The Platform supports BBPS-approved payment modes only (e.g., UPI, cards, netbanking, wallets, AEPS/cash at assisted points where enabled).
4.2 Payment mode availability may vary by biller category or circular updates.

5. Convenience / Service Fees

5.1 Sahaj IT Innovations may charge a convenience/service fee as displayed at checkout.
5.2 Fees (if any) are disclosed prior to payment confirmation and may vary by category/payment mode as per BBPS pricing.
5.3 If a transaction fails due to system error attributable to Sahaj/partner/BBPS, any deducted convenience fee will be refunded along with the transaction amount; for customer-error disputes, fees may be non-refundable unless biller approves reversal.

6. Receipts & Records


6.1 Every successful BBPS payment generates an electronic receipt containing BRN, timestamp, biller, amount, and payment mode.
6.2 You should retain BRN for complaint/dispute resolution. BBPS requires transaction records to be retrievable for at least one year.

7. Failed Transactions, Deemed Success & Refunds

7.1 Failed but Debited: If your account is debited and BBPS status shows failed/pending, the transaction will be auto-reversed within RBI-prescribed timelines (TAT).
7.2 Deemed Success: In certain scenarios BBPS may treat a transaction as “deemed successful” and post to biller later per BBPS framework and circulars.
7.3 Refunds are processed back to the original payment source using BBPS credit-adjustment/refund rules.
7.4 If reversal/refund is delayed beyond RBI TAT for failed digital payments, compensation may apply as per RBI’s failed-transaction framework.

8. Dispute Resolution (BBPS ODR)


8.1 All BBPS complaints are handled through the centralized Online Dispute Resolution (ODR) system.

8.2 You may raise disputes through:
• In-app / web: My Transactions → Raise Dispute
• Assisted point: with our authorized agent

8.3 You must provide correct BRN and supporting information.
8.4 Dispute outcomes depend on biller/BBPOU/BBPCU verification and BBPS rules.

9. Limits, Blocking & Risk Controls

9.1 BBPS or Sahaj may set transaction limits by category/payment mode/user risk profile. 9.2 We may block or reverse transactions if suspected to be fraudulent, unlawful, or in violation of BBPS/RBI rules.

10. Prohibited Use

You must not use BBPS services for:
• Money laundering, fraud, or illegal activity
• Payments on behalf of unverified third parties, where prohibited
• Misuse/automation that overloads bill-fetch systems
• Any activity violating applicable laws or BBPS circulars.

11. Data Privacy & Security

11.1 Your personal and transaction data is collected and processed as per:
• Sahaj IT Innovations Privacy Policy
• BBPS/RBI cybersecurity and data standards.
11.2 We implement reasonable security controls; however, no system is completely secure and Sahaj is not liable for breaches beyond its reasonable control.

12. Liability & Disclaimer

12.1 Sahaj IT Innovations acts as a BBPS service facilitator; the underlying bill/service is provided by the biller.
12.2 We are not responsible for: • Biller service quality or supply
• Biller-imposed penalties/late fees due to delayed posting not caused by us
• Customer errors in bill details
• Network/bank/UPI failures outside our control.
12.3 Our liability, if any, is limited to the transaction amount actually received by us for that disputed transaction, subject to BBPS ODR outcome.
